Limits. 60 requests per key per minute and 10 report starts per key per hour; requests without a valid key are limited per client address. Over a limit you get 429 with Retry-After and RateLimit-* headers. A 503 carries Retry-After (usually 5 s). On reads it changes nothing; on POST /v1/reports it is ambiguous, so retry with the same Idempotency-Key.
Errors are always JSON { "error": "…" }, sometimes with fields, limit or retryAfterSeconds. Every response carries an X-Request-Id to quote to support.
